This bug isn't a duplicate of 104553, however 104553 can be caused by this bug. I described the bug very accurately in my original report. Simply put, there is a bug/feature in the text based installer for ubuntu (and I suspect all debian installer based iso's). When someone east of Greenwich installs ubuntu, it installs it on the assumption that the system clock is set to GMT, so when the system boots for the first time, with it's clock set to local time, ubuntu detects that the filesystem was created in the future, and all manner of wonderful things happen.
