Thanks for your report.
synaptic doesn't check the upstream source of the package to check the upgrade
but the Ubuntu archive.
The currently available versions of clamtk in Ubuntu are:
clamtk | 4.15-1 | karmic/universe | source, all
clamtk | 4.25-1 | lucid/universe | source, all
If you want to install 4.25 in Karmic, you'll have to find a backport or
install it from the source archive.
I'm closing this report because it is not a bug with Ubuntu.
