I'm getting the same problem with Lucid Beta 2 and the following package
versions:

cryptsetup 2:1.1.0~rc2-1ubuntu13
mountall 2.11
plymouth 0.8.1-4ubuntu1

If I drop to a shell with "M", run "mount /tmp" and exit the shell with
CTRL+D, the boot proceeds without any further problems.

Looking deeper, the problem appears to be that, after the cryptdisks
initialisation, none of the ID_FS_* or FSTAB_* udev attributes are set
on the device backing /tmp, as they are for the devices backing other
filesystems (even my randomly-encrypted swap device).
