The "not needed to fix this bug" aernt my comments , but i agree. But your arguments are a bit off , everyone knows or would realize if an envelope changes color , it is calling for attention. I dont think we need a manual for that. However if the icon changes shape it would also cause alarm if the user finds a different icon. It is not necessary to change the color for stage 1 , it is not always bad. Note even the default doesnt use a warning color. But the main point here is , they are different and for those who care , It serves the purpose ;-) . . Or you can think of it as wider and then it narrowed down when getting closer to a connection.
Using the same icon for stage 1 and vpn isnt the best solution.
