Confirming I had what sounds like exactly the same behavior as cong06.
It occurred so frequently that I ended up writing a script to help
remove invalid/incomplete packages.

As of a few weeks ago I've changed jobs and no longer have access to the
apt-cacher server I experienced this issue with. My home apt-cacher
server likely gets less use and runs on a more stable Internet
connection, so I probably won't be able to reproduce this anymore. In
both cases, the main archive server was used instead of mirrors.
