The file no longer belongs to anyone according to the package database.
Presumably this happened during the move from Intrepid to Jaunty (when
the udev rules moved from /etc to /lib). Given the likely age of this,
it's not likely to cause any ongoing problems, so I'm closing the bug
report.
$ dpkg-query -S /etc/udev/rules.d/45-libnjb5.rules
dpkg: /etc/udev/rules.d/45-libnjb5.rules not found.
