I had done an aptitude upgrade before then reboot which did some plymouth updates.
After the reboot, I has able to complete an aptitude reinstall cosnole- setup-mini without killing plymouth like I have been. So I then did an aptitude install console-setup, and it successfully reinstalled console-setup and console-terminus.
