Yes, it is a recent KDE-only change. The difference from the rule with three plural forms is that number "1" is a separate case now. In three plural forms mode, 1 is the same case as 21, 31 etc. Note: neither is a mistake. KDE developers decided to change the plural form they use to get more freedome in that one case.
