The importance of this bug anything but low. For example, at a resolution of 800x600, when you first try to set up an account in Empathy and you click to choose a provider from the list, the drop-down menu touches the lower edge of the screen. Without scrolling or doing anything, at the top of the menu there is a lot of empty space that shouldn't be there. If you scroll up, that space becomes bigger.
