Public bug reported:

Most applications do nothing and follow the rule defined in Compiz's
settings (ccsm) for multi-screen window placement on opening. For
example, Compiz offers active screen, screen with pointer, screen with
focused window and all screens. I have chosen the "screen with pointer"
option so new windows open on the screen with the mouse cursor. However,
synaptic and gcalctool seem to move themselves and don't respect this
choice. Synaptic seems to always open on the screen it appeared last
time, not necessarily on the screen with the pointer.
