Thanks KhaaL. Juan Flynn suggested that I check the temperature to make
sure no throttling is taking place. I'll give that a shot tonight.

So far, the possibilities are some driver issue or some sort of hardware
throttling issue.

I ran hdparm -i /dev/sda on my work machine (which does not have this
issue).

I'll post the results from my laptop next.
