I can confirm this in all ubuntu versions from 8.04 to 10.04.

According to SCIM wiki:
http://www.scim-im.org/wiki/faq/general/why_xim_apps_does_not_work

If we cannot use scim in xterm, this is because scim XIM support module
not loaded

use the following command:

scim -d -c socket -f x11 -e socket

as normal user will start scim XIM module, then xterm can now input in
SCIM.

I had test that this works.

So it seems that package maintainer should tune the scim startup scripts
in ubuntu.

This is an valid bug report.
