I did, and it still does not work.

Nothing. I just installed Lucid with default language only (English) and added 
Russian.  Layout does not switches to default (to English) when I opening a new 
window. In Configuration Editor - 
/desktop/gnome/peripherals/keyboard/general/defaultGroup the value is -1, if I 
changing it to 0 (first layout in list, for me its English) - no effect, still 
doesn't work. For example this issue was in Jaunty, but setting right value in 
gconf-editor helps, in Lucid not :(.
