I have this problem as well: Laptop w ati graphics: VGA out is "wavy" if I have KMS enabled. But works fine, when KMS is not enabled.
It seems this https://bugs.launchpad.net/ubuntu/lucid/+source/linux/+bug/537640 is a duplicate as well.
