The attached patch allows one to override the distributor ID from lsb_release, since the distro I'm running on may not be the one I'm working on.
With this change, one then says: dch --distributor=Debian ... to get Debian's behavior. The default remains whatever distributor's OS you're running on, which I believe is the right answer.
