Just noticed your email and my reply is brief because it's late here in
the UK.

Sorry what do you mean by the question "What locale where you using?"

It's my wife's PC where there this problem and I'm still having to use the 
terminal with 
sudo aptitude update
sudo aptitude dist-upgrade

I usually try first to use Update Manager on her machine but frequently a 
proportion of 
available updates aren't downloaded. Typically one or two updates are installed 
but one or two remain,
the Reading state information window appears then disappears still showing the 
those updates that haven't been downloaded.
I then use the terminal. I don't know enough about the OS to recognise if there 
is a pattern to those files
that are installed and those that aren't.

I did post a couple of days ago that much to my surprise I had found a Dapper 
entry in the source list but I think that
this wasn't causing the problem.

Incidentally I get more error messages about source if there's an
automatix2 upgrade on my wifes PC.

If I have the time tomorrow I might compare the source lists on our two
PCs
