I can confirm that this file is indeed empty. Files /var/lib/dictionaries-common/aspell/aspell-pt-pt and /usr/lib/aspell/pt_PT.rws (which is a symbolic link to /var/lib/aspell/pt_PT.rws) are also empty. I have the same version as Bruno Santos
