Currently, all the shiki-* packages in Lucid suggest the corresponding arc-* package (shiki-colors suggests arc-colors, shiki-brave-theme recommends arc-brave, etc) but of course the arc-* packages don't exist. So regardless whether the Arc-*.png wallpapers are eventually included in the shiki packages, the "suggest" should be removed.
