I hacked together my own keyboard layout indicator that just rearranges the layouts in gconf so the selected one is on top. It is kinda a kludge, but it works. (Ensure the gnome indicator is set to use the top one and don't touch it again.)
I do not intend to create a proper applet out of this, but it might be useful to others as well.
