Public bug reported:

Binary package hint: audacious

When I start Audacious it sets the sound card's PCM level to maximum
without being asked. I experience this problem using the PulseAudio
driver. I haven't tested it with anything else.

Audacious ought to leave the level as it is because people have their
reasons for setting it to whatever they have chosen. (In my case it is a
bug in the sound card driver that causes severe distortion above 50%).
