As a core package, the apt package doesn't get uninstalled like that.
Could you add /var/log/dpkg.log  as an attachment?

Furthermore, if you wonder how to reinstall your apt package, you could
download the original package for your distribution from
http://packages.ubuntu.com/ and then install it with the command:

dpkg -i <apt package>

** Changed in: apt (Ubuntu)
       Status: New => Incomplete
