Public bug reported:

If I suspend whilst on mains power and then restart again on mains power
then suspend works fine.  Wether or not mains power has been removed in
between doesn't seem to matter.

If I suspend on mains power and then restart on battery, i.e. no mains
power, and then try to suspend, it fails.  There is an attempt to
suspend -- the suspend light flashes as per normal duiring attempts to
suspend -- but it fails.  The machine is left in screen off but fully on
mode.  Hibernate fails to work at this point too.  The only recourse is
to switch the machine off completely to save power drain.

I guess I should try all the other combinations of power state and
suspend/hibernate attempts to see which work and which do not, but I
thought I would get this report in in case it is a problem with a knonw
workaround.
