I have some new information. I am currently running linux- image-2.6.32-31-generic-pae because that is booting fine. But when I turned on the option in BIOS --> Powre Management --> AC Power Recovery (ON) then the system did the same thing. When it boots up it just goes to sleep. But in the linux-image-2.6.32-22-generic-pae it does not matter if that BIOS setting is turned on or not. It does the same thing. So code may somehow be activating that BIOS setting in the newer version and causing the computer to go to sleep upon bootup in linux- image-2.6.32-22-generic-pae.
