I'm seeing exactly the same problem on 3 out of 3 older systems with
lubuntu 10.04 on pentium 3s. With acpi on, it intermittently fails to
turn off as described, but restart works. When acpi isn't enabled on one
of the pre 2000 bioses, it consistently does not shut down. Using
acpi=force makes all three machines intermittent - approximately 10%
fail rate.
