Binary package hint: texlive-base

I can't get german hyphenation to work with texlive on Ubuntu 10.04.
Trying to compile this file:

\documentclass[a4paper]{scrbook}
\usepackage{ngerman}
\usepackage[latin1]{inputenc}
\begin{document}
test
\end{document}

ends up with this error message (also have a look at the attached log
file):

ngerman -- \language number for ngerman undefined, default 255 used,
ngerman -- Please read "gerdoc.tex" how to install hyphenation patterns.)

Package "texlive-lang-german" is already installed, ngerman.sty is
located within the user's texmf-folder. texconfig rehash has been run.
Maybe it's interesting that folder /etc/texmf/language.d/ is completely
empty (and I think it shouldn't).
