In german the submenu actually is translated, and as far as I remember it already was translated in Karmic. However, the two "Programme" folders are not merged, but managed separately. This effectively duplicates this menu entry, with one menu only containing the accessoires (or "Zubehör") folder and the other one containing user-installed software. The attached screenshot should illustrate this problem.
