Yes, I regret that we had to make this an "installer" package (think flash) because of some terms in the netbeans5.5 license.
Now every other package is either straight CDDL or third party open source. You will be please to know that we have every intention of refactoring NetBeans and fixing all these license problems. We just were not able to do it in time.
