Binary package hint: grub-pc

I am using grub-pc version 0.97-29ubuntu60. My expectation is that the
following /etc/default/grub would display a ten-second countdown during
boot-up. Instead, nothing is being displayed and the system boots
immediately.

GRUB_HIDDEN_TIMEOUT_QUIET=false
GRUB_TIMEOUT=0

It would seem that, at the very least, grub is not honoring non-zero
values of GRUB_HIDDEN_TIMEOUT.
