Debian import freeze doesn’t stop you from manually syncing or merging
new versions from Debian, it only stops the automatic syncs.  (See
<https://wiki.ubuntu.com/DebianImportFreeze>.)  Anyway, we’re in a new
development cycle.

Does it make sense to do this as a merge of Debian’s 1.3.0-1,
maintaining a minimal delta from Debian?
