I must say I have a hard time understanding this decision.

If it's a reasonable choice for the GNOME-based Ubuntu-variant to
include GParted then I fail to see why including KDE Partition Manager
in the KDE based variant "can do harm too easily".

I also fail to see why a GNOME user would need a partitioning tool on
the install medium, but a KDE user would not. Are GNOME users in general
so much smarter and computer-savvy then us KDE users?

I find it deplorable that you refer KDE users to a GNOME-based recovery
CD.
