I have this problem on 10.04 Lucid Lynx as well. The computers is just booted and only the housekeeping application are running.
The load is at 0.31 and I have no clue why. ASAP I try to do something more computational challenging, as to start firefox..., the system slow down and degrade badly till a point my only option is to reboot.
