Looking at the ttyX jobs as well as xinetd (a service started by a legacy initscript), I've so far seen all of the following combinations: - None started - xinetd started, but none of the ttys - both xinetd and all the ttys started If this is caused by a race condition, then network-manager is not involved, as that is not installed on my servers.
