This seems to happen if you attempt to click on "Broadcast" too quickly after login. gwibber-service seems to start automatically after a few seconds when you login which makes the little white triangle appear next to it in the messaging menu. If you login and click "Broadcast" before that triangle exists, then you end up with two instances of gwibber- service running.
