Apps shouldn't go creating directories in /home/<user> that's what .config and .local are for. In that sense, this enhancement would be a workaround for bugs in other software. My usability concern about this is that users might hide files and directories and then forget where they are located, or might not realise how to make them visible. Rereading the bug report, I don't think scripts facilities is the correct component.
