Separately, I can confirm that Kubuntu 8.04 does have a full workaround. Many times, I have attempted to store the configuration of the same WLAN as above to no avail.
Workaround: manually configure it every user session that I want to connect to the WLAN. This is only effective if you know the exact set of settings needed (ESSID and all encryption settings, including EAP and Phase 2, Certificate files and key files, as applicable).
