With feisty it works perfect. The file is in the right place.

** Description changed:

The gproftpd config file for proftpd server is located in
  /etc/proftpd.conf .

When proftpd starts loads it's config file is in
/etc/proftpd/proftpd.conf. WHen the proftpd server starts loads this
standard file instead the right one that must be /etc/proftpd.conf

I solved the problem with one symbolic link. But I think that gproftpd
must open the default /etc/proftpd/proftpd.conf and save changes in it
to allow the server to load ok.

Other solution is use the "deactivate" and "activate" buttons in the
gproftpd interface, in this case, (I don't know why) the server starts
  with the right config.

If I down the proftpd service (System-->Administration-->Processes-->
Services) and up it again the server loads the bad file. This happens
also when I restart the computer.

+ NOTE: With feisty it works. The file is located in the right place.
