as explained above, it's by design, so not a bug :)

The rational is:
when you quickly package, it's for you and only for you, so you should know 
what you have done.

messages in debian/changelog is for your users, who wants to know what's
in the new release. That's why we only populate with what's in the
release from the previous one there.
