Since you claim the way to install KTorrent on Windows is to use that installer, at the very least your download page has a bug since that information is incorrect.
It is also non of my business whether the KDE installer you claim should have ktorrent has ktorrent or not. I imagine since you are not the maintainer of that KDE installer that the maintainer chose to not include it for some reason.
