OK - I have just tried Lucid and discovered the promote - demote buttons which do it for me.
Going back to my bug report - my (intuitive to me) method still doesn't work on Lucid. Going back to the original software version the results are the same - it does work now that I know how to work it! So there doesn't seem to be any significant difference between the two versions. The problem was my approach - and the fact that I am more at home with menus than with icons!
