Binary package hint: apport

Problem: now i can report about wrong package when reporting about non working 
one but ubuntu-bug autocomplete gave the same/similar name . if i would see i 
dont have that samename package installed or dont have permission to report 
about noninstalled time would be saved for:
1. Reporters
2. Triagers (1-(how much at each project gets notified))


Example for me how i find this bug.
looking fro gnome-do plugin reminder possible name in ubuntu-bug to report 
about it not working.
1. ubuntu-bug gnome-do (tab) doesnt show exact package with including name 
reminder
2. ubuntu-bug remin (tav) shows remind
3. i start reporting about that
4. but since i dont remember that package seeing installing with gnome-do or 
any other then i check if i actually have this programm
5. k...@kng-digitron:~$ remind
The program 'remind' is currently not installed.  You can install it by typing:
sudo apt-get install remind

Q(a) so if programm is not installed why should it be autocompleted in 
ubuntu-bug ?
it shouldnt:
1. couse it wont give help to developer to triage bug - example info about 
dependecies (dont know what they could help in noninstalled progeamm debugging)
2. user can report bug about programm witch has simmilar name like plugin of 
programm he wanted to report but since didnt find plugin package but find 
similar name package autocomplete in ubuntu-bug he reports/wastes time about 
wrongpackage to bug triagers

Solutions if theres no reason in aswer to Q(1) then do 1. else do 2.:
1. make not possible to report to noninstalled programms
2. make ubuntu-bug autocomplete show with asterix (*) or plus sign (+) witch 
programm is installed like: packageinstalled packageinstalled-2 (*) 
packageinstalled-3 packageinstalled-4 (*) . better to show witch are installed 
since mostly users will have fewer programms then notinstalled.
( yofel: like -n/--not-installed )

more reasons:
There can be seen package is not installed when using ubuntu-bug GUI under 
Content of report: under [+]Package: Package (not installed)
BUT nobody actually looks there when reporting and if does will not all stop 
reporting and already time is wasted while info was gathered to see this info 
that not installed.
