Resolution to this issue is that package maintainers need to remove
libmysqlclient16 libraries e.g. usr/lib from package
mysql-cluster-client-5.1. Then make mysql-cluster-client-5.1 dependable to
libmysqlclient16 package.

overwrite '/usr/lib/libmysqlclient.so.16.0.0', which is also in package
mysql-cluster-client-5.1 0:7.0.9-1ubuntu7
