Public bug reported: Binary package hint: xchat
The IETF draft (http://tools.ietf.org/html/draft-butcher-irc-url-04) which defines the irc: URI scheme includes provision for giving a link to a particular user, which when accessed and passed to the client will open a query window to the user in question.
