Same issue for me. I resolved it with the following steps: disable apache in System>Administration>Services. Restart. Open synaptic and remove apache files (not just apache2-common), and make sure that it doesn't try to mark apache2.2-common in it's place. Once everything is removed, open the update manager. It will prompt you that it cannot apply the updates properly, click Distribution Upgrade, and it will continue from that point.
