The entry for nobody should be:
nobody:x:65534:65534:nobody:/nonexistent:/bin/sh
Which could be created with something like:
$ sudo adduser --home /nonexistent --shell /bin/sh --no-create-home --uid 65534
--gecos nobody --ingroup nogroup --disabled-password --disabled-login nobody
man adduser for details.
