Solved! (At least for my system.) I had a build of sqlite3 in /usr/local (to get a version that was not available in 8.04) and that was apparently getting in the way. This showed up as a failure in the SVN Apache module as well, and another posting led me to check my /usr/local dir, which was the answer.
