Public bug reported:

I use focus-follows-mouse (System -> Preferences -> Windows -> Select windows 
when the mouse moves over them), and in Maverick it's broken: when the mouse 
hovers over a widget that has text some kind of fake events start happening (so 
the mouse cursor starts blinking like crazy, very distracting in and of 
itself). If I alt-tab away from the window that has the mouse cursor over it, 
these fake events bring the focus back.
When not in focus-follows-mouse, the fake events don't happen (no mouse cursor 
flickering).
I've tried both with and without desktop effects turned on, and it happens on 
both.
