I can confirm this bug, you only need to install it without recommended
packages:

$ sudo apt-get install --no-install-recommends quickly

$ quickly create ubuntu-application foobar
ERROR: No create command found.
Aborting.

$ quickly --version
Quickly 0.4.3
  Python interpreter: /usr/bin/python 2.6.5
  Python standard library: /usr/lib/python2.6
  
  Quickly used library: /usr/lib/python2.6/dist-packages/quickly
  Quickly data path: No quickly data path found in '/usr/share/quickly'.
  Quickly detected template directories:
          No template found.
