The scaling governor in use is ondemand, but it doesn't change the cpu
working frequency; maybe this is the real bug.

If I run powernowd, the governor switches to userspace and it changes
frequency.

If I kill powernowd, the governor remain userspace, but frequency go to
max and doesn't scale any more.

I have posted a bug, because in Dapper frequency scaling works without
problem.

Moreover, I have noted (without powernowd) that if my laptop run on
battery, frequency goes to minimum (800Mhz), but if I plug the power
cord it goes to max (1,73 Ghz).

The cpufreq modules are loaded, I don't know what to do (I've attached
the output of lsmod).
