Well, for me, it is a bug. Or do you think it is normal for user to
click on an icon in notification area to bring associated application to
the front and nothing happens? Or are we going Microsoft way? It is not
a bug, it is a feature? :))

If this normally happens that application won't allow to steal her
cursor than I assume that notification area icons need higher priority,
so they could steal the focus. I'm sorry, I don't know mechanics behind
this.

On the other hand, I admit I don't know of any other application which
works like this. Other applications that have icon in notification area
usually have menu with option to show/hide main window.
