With no indication this will be addressed in either manner (other than
it probably won't be in the default install),  - how to set to more
reasonable value

run
gksu gedit  /etc/default/unclutter

Adjust the value in the line EXTRA_OPTS="-idle 1 -root"

Each increase of 1 seems to be about 1.5 sec.'s here

Ex. unclutter

# /etc/default/unclutter - configuration file for unclutter

# Set this option to 'true' if you want to start unclutter
# automagically after X has been started for a user.
# Otherwise, set it to 'false'.
START_UNCLUTTER="true"

# Options passed to unclutter, see 'man unclutter' for details.
EXTRA_OPTS="-idle 5 -root"
